We enforce screen-time rules at our house, but when he changed schools and had to start taking public transit back and forth, his mom and I felt that a phone was important for his safety and so we could keep in touch about our plans. I learned this over the span of a few months as I tried to rein in my son's electronics usage. Kids are ingenious, especially when you're trying to restrict their access to something they like a lot.
